The study aims to develop a quantum learning-based learning instrument on hydrocarbon and petroleum; determine the feasibility of petroleum, effectiveness petroleum improve student's outcomes. This type research is development (R&D) using ADDIE model (analysis, design, development, implementation, evaluation). product developed consists syllabus, lesson plans, teaching materials, assessment instruments. validation results were analyzed Aiken's obtained validity coefficient more than 0.80 or categorized as valid suitable for use. test SPSS22 t-count > t-table, so it could conclude that tools materials effective improving student
